Ontario is the one province with a public register of privately operated online casinos. This page explains what an AGCO registration plus an iGaming Ontario operating agreement means, where to find the official list, and how registered operators differ from offshore sites.

This keeps the page consistent with the AGCO Registrar’s Standards for Internet Gaming, which do not permit a page promoting registered operators to also promote unregistered Ontario-facing sites.
Ontario’s market opened in April 2022 and has two parts. The Alcohol and Gaming Commission of Ontario is the regulator: it registers gaming operators and suppliers, sets the Registrar’s Standards for Internet Gaming, and enforces them. iGaming Ontario is the entity that enters an operating agreement with each registered operator, which is what allows that operator to offer real-money games to Ontario players.
So an operator needs both: AGCO registration and an iGaming Ontario operating agreement. Neither a licence from another jurisdiction nor a badge on a casino’s homepage is a substitute. Registration also brings obligations that matter to players — advertising restrictions, mandatory player-protection tools, and requirements around how quickly and how clearly the operator has to handle complaints.
One consequence of those advertising rules is visible on this site: bonuses, free spins, cashback, deposit matches and similar inducements cannot be advertised to the public in Ontario. That is why no page here lists offers.
iGaming Ontario publishes the register of regulated operators. The AGCO separately publishes its registrant information. Between them, those two sources answer the question definitively, and they are updated as operators join and leave the market.
Treat any third-party “Ontario casino list” — including ours — as a starting point, never as proof. Affiliate sites go out of date, and some deliberately blur registered and unregistered operators. Open the register yourself: here is how to read it.
Copy pattern worth remembering: an operator either appears on the current register or it does not. “Licensed and regulated” on a homepage tells you nothing about which regulator, or whether it covers Ontario.
